Utility Billing Department

The Utility Billing Department, also known as Light and Water, is located in the City of Hubbard Municipal Building at 220 West Liberty Street.

The office is open Monday through Friday from 8:00 a.m. to 3:30 p.m. Utility bills are processed and mailed to City of Hubbard utility customers at the end of each month. Billings are for the prior month’s utility consumption. Consumers are not billed in cycles or quarterly.

Any concerns regarding billing or utility service should be directed to the Utility Billing Office during its stated hours of operation.

UTILITY APPLICATION

Homeowners who have purchased a property:

Send the following via US postal mail or via the city’s night deposit drop box:

  1. Complete the above application, except the ‘business section’
  2. Photocopy of the warranty deed or settlement statement
  3. Photocopy of a government issued photo ID (i.e. driver’s license, state ID, etc.)

Tenants who are leasing a property:

Send the following via US postal mail or via the city’s night deposit drop box:

  1. Complete the above application, except the ‘business section’
  2. Photocopy of the signed lease agreement
  3. Photocopy of a government issued photo ID (i.e. driver’s license, state ID, etc.)
  4. Check or money order payable to “The City of Hubbard” for deposit: $100.00 for each utility – $200.00 for both electric and water; $100.00 for electric only; or $100.00 for water only. Cash is also accepted – only in person.

Business Owners who have purchased a property:

Send the following via US postal mail or via the city’s night deposit drop box:

  1. Complete the above application in its entirety
  2. Photocopy of the warranty deed or settlement statement
  3. Photocopy of a government issued photo ID (i.e. driver’s license, state ID, etc.)

Business Owners who are leasing a property:

Send the following via US postal mail or via the city’s night deposit drop box:

  1. Complete the above application in its entirety
  2. Photocopy of the signed lease agreement
  3. Photocopy of a government issued photo ID (i.e. driver’s license, state ID, etc.)
  4. Check or money order payable to “The City of Hubbard” for deposit: deposit amount is calculated based on 2-1/2 times the average utility bill for a similar type business during the immediately preceeding 12 months (Ord 12-03)

Are You Moving Out of the City of Hubbard?

You will need to provide the billing office with your move out date in order to schedule a final reading of the residence.

You will also need to provide the billing office with your forwarding address.

Please Note: Your current monthly billing will need to be paid in full.

Following the final read, a final billing will be generated.

  • if you sold your property, a final bill will be sent to your forwarding address
  • if you are leasing, a final bill will be generated and subtracted from your deposit;
  • if funds remain, a refund will be sent to your forwarding address;
  • if a balance remains, a final bill will be sent to your forwarding address

DIRECT DEBIT APPLICATION

If you chose to participate in the city’s Direct Debit Program, please complete the above application.

Send the completed application, along with a voided check via US postal mail or via the city’s night deposit drop box.

The process may take up to two billing cycles for the pre-notification with the banks. When the process is complete your billing will state:

“AUTO DEBIT — DO  NOT PAY”

When activated, the payment will be extracted from your bank account on the 10th of every month.

If you want to change the mailing address on the account:

  1. complete the above form with name and account, and then enter the new address
  2. be sure to sign and date the form
  3. send the form via US postal mail, via the city’s night deposit drop box or email to m.hallapy@cityofhubbard.com

If you want to change the name on the account:

  1. complete the above form with name and account, and then enter the new name
  2. complete the reason for request (i.e. marriage, divorce, death, etc)
  3. photocopy the corresponding certificate for the change
  4. be sure to sign and date the form

If you want to disconnect a service on the account:

  1. complete the form with name and account, and then enter the new name
  2. complete the reason for request

How Meters are Read

The City of Hubbard Utility Billing Office is responsible for reading meters, processing bills, and collecting utility payments for the City’s 4,500+ utility customers. The City of Hubbard employs two billing clerks and one meter reader.

Utility accounts are organized into twenty-three books that are read once monthly. Electric readings are taken visually and then keyed into an electronic VersaTerm MC-5 keypad. Water readings are taken completely electronically via an ABB metering gun. The meter gun is held against a touch pad on the exterior of the structure while an electronic signal transmits the current water meter reading into the gun. All readings are stored in the keypad until downloaded into the City’s utility billing system.

Once readings are downloaded into the billing system, bills are processed and mailed to the customer.
